US lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.
The effect on Americans from the longest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
As Saturday's meeting got under way, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the consumer," one senator said.
Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic senators shared alarmed responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another senator reacted to the censure of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for universal healthcare."
The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of centrist lawmakers to terminate the closure in return for a later vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and extend the subsidies for a year.
Another leading Democratic senator persisted in arguing that Republicans should accept a one-year extension of the payments before discussing the long-term of the tax credits.
"Inaction is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."
None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Several observers suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover individuals with existing health issues.
After his golf outing, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
